Can A Muslim Custom Settle U.S-Pakistan Dispute?

Pakistan and the U.S. are stalled in a dispute over CIA contractor Raymond Davis, who is being held in Pakistan after shooting two Pakistani men in January. Washington Post columnist David Ignatius says a Muslim compensation tradition called "blood money" could help resolve the case.
